Default Painted plastic bumpers (fenders)

Anybody know why these are so common on new cars? My old car had black rubbery ones that actually did something, plus rubber cladding on the sides, but my new one has these flimsy painted things that do nothing but cost money to repair when people scrape them.

Is this a ploy by the motor manufacturers to squeeze more money out of us?
