Default Starting windows in safe mode

Hello I am a student and need some help. Is it possible to start a windows xp machine in safe mode with command prompt without needing to login to the administrator or any other account on the machine? If so can someone please explain how this is done. Many thanks.

no not without the right software, which dont seem to work and cost a few notes.
what is it your wanting to do on your pc?
